SharePoint Permissions

How to decentralise SharePoint permissions management without losing control Decentralised SharePoint permissions management means central IT sets the rules, while the people who understand the work decide who needs access to their sites and content. Site Owners and business owners can manage routine access within those guardrails, with IT retaining oversight, clear escalation paths and evidence of review. That distinction matters. A SharePoint administrator may understand the platform, but they usually cannot know whether a supplier still needs access to a project library, whether a new team member should see a sensitive folder, or whether a site’s membership still reflects how a department works. The answer is not to give everyone broad administrative rights. It is to give the right people clear responsibilities, suitable tools and boundaries they understand. Why central IT cannot make every access decision In a small environment, an administrator might be able to handle most permission requests personally. Across hundreds or thousands of sites, Teams and OneDrive accounts, that approach becomes a queue. It also puts the access decision in the wrong hands. IT can apply a policy, but the business owner is better placed to explain why a person needs access to a particular project, customer or process. A workable model separates policy and platform control from business access decisions: IT defines organisation-wide controls and supports the platform. Business and data owners decide who should have access to information they are responsible for. Site Owners carry out routine tasks within an agreed scope. Security and compliance teams set requirements for sensitive information and investigate exceptions. Who should be responsible for SharePoint permissions? Role Responsibility Microsoft 365 or SharePoint administrators Set tenant-wide policies, configure the environment, assign site ownership, monitor risk and handle exceptions that exceed delegated authority. Site Owners Keep ownership and membership current, handle approved routine requests, check sharing, and escalate decisions that involve sensitive or external access. Business or data owners Decide which people and groups need access, based on their knowledge of the work, information and business relationships. Security, privacy and compliance teams Define requirements for sensitive data, investigate potential exposure and advise on controls such as sensitivity labels and restricted sharing. Users Request access for a clear business reason and report access that appears unnecessary or incorrect. These responsibilities should fit your organisation. On a small site, a Site Owner may also be the business owner. For a high-risk site, the owner may need a second approval before allowing external collaboration or changing access to sensitive content. Set guardrails before delegating decisions Delegation works when people know what they can do, what requires approval and where to go for help. At a minimum, document: Who may approve access. Name the business or data owner for each important site, and make sure there is a backup. Which changes Site Owners may make. For example, routine membership changes may be allowed, while access to a restricted library may need additional approval. How external sharing works. Define which sites can share externally, who may invite guests, what link types are appropriate and when access should expire. How sensitive information is handled. Explain how classification, sensitivity labels and site-level controls affect sharing. When to escalate. Give owners a clear route for uncertain requests, policy exceptions and suspected oversharing. SharePoint external sharing can be controlled at both organisation and site level, so the site’s settings need to sit within the organisation’s policy. Microsoft’s overview of external sharing in SharePoint and OneDrive explains how these settings work. Where your licensing and configuration support them, SharePoint Advanced Management features such as site ownership policies, data access governance reports and delegated site access reviews can support this model. Microsoft’s site access review guidance describes how administrators can ask Site Owners to review selected data access governance findings. Give Site Owners a clear access decision process A Site Owner should not have to guess whether a request is safe. A short decision process can make routine work more consistent: Confirm the business need. What work requires access, and for how long? Check the information involved. Is the site or content sensitive, restricted or subject to special sharing rules? Choose the narrowest suitable access. Add the right person or group at the appropriate scope, rather than widening access to an entire site when a smaller area is sufficient. Check whether the request crosses a boundary. External access, broad links and access to high-risk content may need an additional approval. Record the decision. Capture the owner, reason, approval and any expiry or review date required by your policy. For example, a project owner may approve access for a named supplier to a project workspace until a delivery milestone. The organisation sets the permitted external-sharing rules; the business owner confirms the supplier’s need; the Site Owner applies the approved change and records when it should be reviewed. Make reviews risk-based and repeatable A review should establish who has access, how they received it, whether they still need it, and who approved the decision. Looking only at a list of site members may miss access granted through groups, direct permissions or sharing links. Review the highest-risk areas first, such as sensitive information, external collaboration and content with unusually broad access. Revisit access when a project closes, a supplier relationship ends, an owner leaves or changes role, or the purpose of a site changes. A regular schedule can help, but it should be proportionate to the risk and the organisation’s policies. Track a small number of useful measures: Important sites with a named owner and backup owner Reviews completed by their due date High-risk access findings awaiting a decision External access that has passed its intended end date Exceptions approved and scheduled for follow-up The aim is to close real gaps and keep access appropriate, not to generate review activity for its own sake. Remember that Teams-connected sites have their own rules SharePoint, Teams and OneDrive are connected, but access is not always managed from the same place. Team membership commonly controls access to a team’s connected SharePoint site. Private and shared Teams channels have separate SharePoint sites, and their membership is managed through Teams. Include these distinctions in Site Owner guidance. Ask owners to identify where the content lives and which group or sharing mechanism grants access before changing permissions. Microsoft’s SharePoint and Teams permissions guidance describes the relevant differences. Use tools to help owners see and act A policy and review process only works if people can see the access they are being asked to approve. Native Microsoft tools can help with site-level settings and selected governance reports. Larger environments may also need consolidated views of permissions, groups and sharing links, along with a way to make approved changes across multiple sites or items. Tools can show access and help authorised people review or change it. They cannot decide whether a person has a legitimate business need. That decision still depends on the owner who understands the information and the work. DeliverPoint helps administrators and Site Owners report on and manage SharePoint permissions and sharing links across Microsoft 365. It can support the operational work around a governance model; the organisation still defines the rules and the business remains responsible for access decisions. A practical starting checklist Name a business owner and backup for each important site. Define what Site Owners may approve and what must be escalated. Set clear rules for external sharing, broad links and sensitive content. Give owners a documented process for requests, approvals and records. Review high-risk access first and reassess it after meaningful business changes. Make it possible to see access through groups, direct grants, inheritance and links. Track unresolved risks and overdue reviews through to a decision. Decentralising permissions does not mean handing control to every site owner. It means putting each decision with the person best placed to make it, within controls that protect the organisation and make the decision accountable. Download the SharePoint Permissions Risk Review Worksheet Use the SharePoint Permissions Risk Review worksheet to decide which sites to review first and turn findings into clear actions. It includes a six-factor scoring guide, a portfolio register, a site-level review sheet, escalation triggers and an action log, plus a worked example. Score information sensitivity, breadth of access, external access, permission complexity, ownership and review, and business impact. Then agree what to keep, change, remove or investigate with the right business owner. No. IT should own the platform and organisation-wide guardrails. Business and data owners should help decide who needs access to information they understand, while authorised Site Owners handle routine changes within their delegated scope. Do Site Owners need tenant administrator rights? No. A Site Owner should receive only the permissions needed to carry out their responsibilities for the sites they manage. Tenant-wide administration should remain limited to designated administrators. How often should SharePoint access be reviewed? Use a risk-based schedule that fits your organisation’s requirements. Review access sooner when a project closes, an external relationship ends, ownership changes or the purpose of a site changes. Can a tool decide whether access is appropriate? A tool can help reveal who has access and how, and may help authorised people review or change that access. The business owner still needs to decide whether the access is justified.
